Given that you didn't compile it on your system, but installed from an RPM, this doesn't mean that libmilter is installed, and if it is, it may be that the headers no checking for library containing strlcpy... From my reading of the sendmail code (libmilter/sm_gethost.c), __switch_gethostbyname should only be used on Solaris 2.[012].
